I am looking at pocket sized yoyos, I have looked at the yoyofactory Popstar, and the C3 Token. Are there any others that are in the $25-$30 price range?

C3 token is probably your best bet in terms of performance. C3 makes amazing yoyos so I wouldn’t expect any different from the Token.
Popstar is a great pocket throw, don’t expect to get through any long combos on it though.
The Token is bigger than the popstar but I hear it plays really good.
I have a popstar and I love everything about it except the spin time. I don’t know if its just me, but mine has a really slow spin time.
