Is there anything I can do to make the Starburst less responsive or totally take it out? Or could I just put Ghost Pads over it?
On what yoyo? You can always sand them, just get some sand paper and well… Sand Away!!!

It was a Hybrid Hitman. If you sand it, would it come out worse, or is there a finish you put on it to make it smooth?
Just use very fine grit sand paper. It will turn out slick.

just be careful to not sand them too much or it could turn out too unresponsive,like loose binds or none at all
Agreed. You may want to think about this. After you sand it, there is no going back. If you do decide to do it, don’t sand too much as binds won’t be as good. Also, be careful not to mess with the balance of the yo.
If I sand it, couldn’t I put a Ghost Pad or a Silicone Sticker on?
You can, but it won’t be recessed. I’m sure that someone here knows how to make a recess though. Just wait for an answer.
