Having worked on websites in the 90s when this was a thing, I’m probably a bit biased against these features (in a cranky old person way).
Conceptually, it could be fun and I couldn’t fault someone who did it in a fully compliant way - various alternate graphics for all the cursor states, customizable size and color pallet to support accessibility for vision impairment etc.
