Is there a better grinding surface between the anodized and the Raw?

Probably the anodized. Raw is terrible for grinding.

Does the anno effect play at all? IS this a coating or an actual anno?

it’s anno. Anno will grind better, but will get scratched off by sparking.
tho you can just strip and re-anno it yourself to make it look like new and make it all sorts of colors
