Should the sky rocket be a 5a or 1a trick?

Hey! In my mind im debating if the trick sky rocket should be considered a 1a trick or a 5a trick. If anyone has an opinion on this can you let me know it?

If it has a counterweight and both the yoyo and the counterweight are in motion it’s 5a
