Because you can paint the inside of a clear plastic easy.
But when it comes to metal that a different story…
You can do it but it might not look good and if using the wrong paint it won’t stick (So make sure it’s some where you won’t be touching.).
For a plastic yes.
For a metal
POSSIBLE but the Paint has to stay on the yoyo…
This isn’t easy as painting a portrait or using crayons to create a drawing
Plus you have to be extremely good to do it…
