Youāre right. It either IS or it IS NOT. Of course, it can be CLOSE.
A measurement can be NOT an inch, but CLOSE to an inch. Likewise, near-mint is still a valid description.
Your issue is like saying said measurement can not be measured because it is not exactly an inch.
