does over exposureing a photo like that cause the water to look like that

No. I you use the live feature in a photo than there are options like loop and reverse, and long exposure.

thats super cool, I got an cannon 330 hs power shot ELPH (its a long name I know) and im going to see if I can do somthing like that with it

The live photo/long exposure command do something similar to what long exposures do in classical photography. Try setting your shutter speed to something slower - you do need a steady tripod to make it work well, though.
