Yes responsive. Im a fan. Its good at simple yoyos. The pad doesnt let it spin in string well but it can do all i ask if it fir a sinple pocket throw.
If you want something that is the same sice but unresponsive (or can be made responsive with grease) you can also look into a Mobile Gamer by Rain City Skills. I have bith if these little throws and they are pretty sweet as EDC pocket throws.
