What’s different about it? Looks like a regular cap in the pic (the IRNBRU, yeah?)
Not all of the ring is perforated, meaning that you don’t have to keep track of it when you want to put it back on

FWIW, those tethered caps are mandated by EU regulation.

They should do that here. Makes me wonder what Europeans visiting for the World Cup think about American spec bottles.
