They definitely weigh and check if packages are underweight because I usually ship through Pirate Ship and often pad the weight by an ounce out of caution because one time a package that was absolutely the right weight was returned to me as overweight. It doesn’t happen 100% of the time but I will get emails from pirate ship saying the post office sent a refund for the difference in weight.
According to my local USPS guy, who has been there for quite a while, if it’s they do not care whatsoever if it is underweight, if it is overweight, then you need to buy a new label. He also said they generally dont weigh them if they are prepaid unless you ask for a receipt? It was slightly confusing, but in the end I asked him straight up
“Okay so someone could prepay for an item and make up a weight and put literally nothing in the box and it wouldn’t raise flags, it would be sent out?” He replied “yes, definitely possible”. USPS will not have a record of what it actually weighed.
He also said that, even if the label was bought at USPS at the counter, the box could be full of rocks and they would have no idea, obviously, but the weight would be accurate.
underweight package get sent all the time. like @AudreySickburn , i add 1-3 oz on every package i send
what i was most curious for was if when they accept some parcel, if they re-weigh when scanning parcel in and if the data get logged into some systems. I know they check weight when it arrive to USPS (droip off), and if you pay for more weight (even by 10x) they will still ship,. , but , when they scan barcode, put package on scale, I wonder if their software calculate the true weight and log it (because they can make more money if they have extra available 10lb on board transit, they could put 10lb more package on and save money((pretending here that I overstate my package by 10lb))

I go to the police station today and talk to a nice lady cop. I tell her that I feel stupid for wasting their time, but she said if she was me for $200 scammed she would do really mean things to her scammer and we laugh about it
the police report have been sent to Paypal, hopefully that is enough. still no word from @Stanleybrando, even though every time I tag him he gets an email notif this thread existence

I just had to do a PayPal chargeback thanks to someone on FB and PayPal literally gave me back the money instantly. I guess they had a lot of claims against that person?

This thread should be a great example to everyone why it is a good idea to use PayPal Goods and Services for payment on the internet. The paltry 3% they charge is a bargain when compared to even one fraudulent transaction. It is called ‘insurance’ for a reason.

I feel the amount of hoops op had to jump through has actually worsened my opinion of g&s. I was under the impression that it was much simpler. Like yeah its still amazing advice to use g&s with randos but damn if I have to run around this much Im probably gonna just end up losing the money.
I think this is a different from standard case because we actually had a tracking number get delivered. Although I generally agree with the sentiment
You are right. Normally, it is. But in this case, the person on the other side knew that if they provided a tracking number and proof of delivery; Paypal would ask the other side for more information or some sort of action. The idea must be that only a few people are willing to jump through these hoops. Kudos to the OG poster for following through. Ultimately, this comes from their funds since PayPal does not release the payment until a positive review; or 30 days have passed.
Edit: As I have said before; I have both bought and sold both petrified wood and high-end backgammon sets on eBay for years now. PayPal has never failed me as long as I follow the rules.
