its ok to use metal polish but mine i used a silver car polish

I tried waterproof sandpaper (i think it was 600 grit) to get rid of most of the big scratches on my DM, the I use the method ratfacedudeguy said and it worked beautifully.

newbies united is it ok to use 60 grit sand paper? will it not scrath my DM?

No, don’t use 60 grit. It is way too coarse and will scratch the yo-yo in a not so pretty way. You have said that the rims are just tarnished, so you don’t need to remove a lot of material. I would suggest starting out with 220 grit. If you like how it looks after that then you can stop there. If you want the lines to be finer then you can start going up to higher grits; 400, 600, 1000, 1500. Just stop when it you like how it looks.
