I know this is impossible to quanitfy, but how tight…

I usually spin the halves until they stop spinning freely, then tighten until I feel resistance. Then one solid snug down and viola!

The old rule of thumb (or maybe we should call it the rule of palms) is to hold the yoyo between your palms and tighten it until it slips on your palm (w/o gripping with your fingers). The method you describe is pretty much the way I do it and it works fine.
