This seems to be the answer I can find too. Just a random party favor, can still be easily found. They seem to have appeared in the 80s but I’m sure somebody wrapped paper around a stick long ago too.

Image search yielded lots of results. I have no idea if this was the first time this sort of toy was made, but it’s apparently from the 1960s and the package kindly gives you the name of the designer so you could do a search on the USPTO site to see at least who claimed to have invented it and if they mention anything it’s building upon.
