I’ve hit a fingerspin on a Spike SE before. Painful, yes, very, but it works. I think you could also fingerspin on a Valor.
You can ghetto-matador a Valor, regular fingerspin a Valor (ie. not perfectly horizontal for a dog’s age), and I’ve seen at least one video where a friend hit the “through-hole” on a hop-up for a minute-long fingerspin.
Short story: you can definitely fingerspin a Valor.
