Can you do scroll work like on a pistolero?

Not at the moment, the Pistolero’s rim engravings were laser engraved. In order to replicate something like that by hand, I would need to learn how to do hammer & chisel engraving. At the moment I use a handheld rotary engraver, which is much for useful for freeform work, and not as capable of specific detailed work like the pistolero. Maybe someday in the future I’ll look into buying a hammer and set of burrs

Is it specifically made for engraving or is it a rotary tool with an engraving bit? I’m just curious because I’ve been wanting to try this - not necessarily on yoyos, just in general, it seems like fun.

I use BeadSmith’s Micro Engraver, you can find them online for cheap or at craft stores like Michael’s. Runs on two AAA batteries, I use rechargeables. I have a Dremel tool, but I’ve never tried using it for engraving work, It’s a bit too bulky in the hand for the level of detail I’m going for.
