There’s a toilet block on the street level with a grassed area above that’s fairly level/flat, and visible from the street.

Hobart is the capital city of the lovely state of Tasmania in Australia, definitely worth the visit if you have the ability.

I guess I was too distracted by the image and looking for detail in the post… missed the title. lol.
I googled Hobart, Franklin square and landed somewhere probably more dodgy in Syracuse NY. 
being in Rochester, I thought I would get clarification.
