It probably is from the perspective of a non-American. We are about as hated as the Roman Empire back in its day, and for many of the same reasons.

I think you’re confusing pro-American (patriotism) with what @beeebon said, which is pro-'Murican (decidedly un-American, but much louder and more known throughout the rest of the world).
I do not like Chuck Norris as a human being, as he is kind of an empty-headed sellout, but the jokes are good.

Most of his movies are from over 30 years ago. A lot movies from that era are in poor taste. Walker Texas Ranger is the source of the Chuck Norris greatness.
