Snow Tires vs YYF pads

Are the YYF standard 19mm pads different than the snow tires? In the pictures on YYE, the snow tires look way fatter than standard 19mm pads. So are they different, or was it just how the pictures turned out for the snow tires?

In this thread @MarkD says they are 21mm OD
