I’m in the very same boat with this particular seller and coincidentally earlier today I escalated the situation with PayPal. I used goods and services as anyone making a forum transaction should do. PayPal may not step in and refund my money until after August 31st which feels like a very long time, but having recourse when a seller makes a lot of promises and then falls off the map is invaluable.
