Of those three things, bacon seems the easiest to do it with.

This is more of a tilt shift. Bokeh is like the look of blurry lights at night.

It’s not a tilt-shift, just a really strong bokeh.
Bokeh is a name for the out-of-focus area in general,
big blurry lights are just a part of it.
