I don’t think Rei was quite as dominant as consistently and as long as Shinji and Takeshi
Also Shinji was very skilled in multiple styles, completely dominating the CB division when it was around. Takeshi has been a world champion contender in 1a and 5a as well as being highly proficient in 3a as well.
I would say Rei is more comparable to Hank Freeman
