I lived in Cascais and didn’t find any in the Lisbon area other than a couple juggling clubs, although That was 5-6 years ago.

I know a few other people who are interested so starting one is an option

I checked around and there are a couple of yo-yo clubs in Lisbon. You might want to check out the Lisbon Yo-Yo Club or some local hobby shops-they often host meetups or know where players hang out.
