Maybe I’m looking at it wrong, but those axels and bearing seats look tiny. Will this yoyo use a C size bearing?

To the best of my knowledge, it should stay like that, as long as you don’t ding or spark. Tempering metal works on a similar concept as anodization, colouring just the outer layer.
