He’s looking for the smoothest, which in theory is only one yoyo.  
I’ll try my best to help.

YYF Genesis is supposed to be very smooth and stable, but it might not be the MOST stable/smooth.  
I own a yuuksta, and it’s very stable.

Look for lots of rim weight for more stability, and most yoyos will be very smooth until it gets a ding.

Sasquatch or Genesis. SuperStar as well, but it isn’t the most stable thing ever.

Well in that price range most any premium metal fits the description. Opinions differ. But if you need to name one, then the Oxys have the reputation for that.
