How do offstring yoyos bounce? What gives the outer rim elasticity? Does the inner rim help, or is it just there for stability?

I don’t know much about offstring design but I heard that the harder plastics commonly seen now are more likely to bounce than the rubber rims that used to be common. I guess it used to be a lot more common to see rubber as a material for offstring yo-yos but the rubber had a tendency to roll away more because it can create traction so it can grip and roll out like a tire.
