how do you measure the rpm of a yoyo? will a photo tachometer work? or will that only work on a propeller type.

Absolutely it will. I’ve used these types of things when figuring out PTO speeds on big Diesel engines.
Just make sure that you try it with two different sizes of reflective tape. sometimes if it’s too small it can give bad readings as well as if it’s too bi. I’d say a piece about 1/4 X 1/4 inches should do just fine. Maybe one a little smaller than that.
