Yes, it’s a part of the privilege of being a level three. The idea is that we can help people re categorize and rename topics so that they are more relevant if need be. For instance, if someone is looking for a recommendation for their next yoyo purchase and they put it in “general yoyo”, if you’re a level 3 then you can recategorize that topic in “looking for help / recommendations”. ---

The OP will usually receive a notification showing who effected the change. Idk if it will show publically who changed it though ---
