Is this a good yoyo for learning new tricks or what do you sugest thats in 40-60 dollar price range

Get a TooHot or any other YYF Budget metal around 45 dollars.

The DMII is outdated and not quite as durable.

That yoyo should be alright . Some other good yoyos would be the shutter, horizon, minute, etc.

Yoyofactory cyborg 2.0 the best.  
Or yoyofactory 2hot or Czech point.

The Shutter is definitely the easiest yoyo to learn tricks on, in the price range you named.

The Dark Magic 2 is an excellent yo-yo to take you from beginner to expert level tricks. If you already yo-yo and know how to bind then any of the more advanced yo-yos mentioned above are great choices as well.
