Can anyone recommend shipping method(s) for a small package \<1 lb from Portland, OR to England?

Fedex and USPS are your best options. I would enter your specifics into their websites for an exact quote. Also make sure you look around for a hidden button with extra options since generally the ones shown are faster and more expensive. You can also go into the stores and ask for the best way to ship x package, and they will help you out (sometimes…). Good luck.
